Video of man tied to a post and brutally whipped was recently leaked onto the internet with a claim that an alleged thief was caught and beaten because the residents were tired of all the robberies in the neighborhood.
That claim was later debunked by police from the city of Ipatinga in the Brazilian state of Minas Gerais who said that the incident happened in the Vale do Aço area and the man receiving the beating was lashed with copper wires by a drug dealer to whom he owed money.
The video was filmed on an old cell phone equipped with a very low resolution camera so it’s of rather poor quality:
